Portage
IV is the last phase of the large Place du Portage Complex
developed by the Federal Government in the 1970s. It contributes
to the Federal government’s objective of proportional
representation of its workforce on both sides of the Ottawa
River.
Built between 1977 and 1979, with an occupancy date of March
1979, it is reported to have an expected structural life of
eighty (80) years. With it’s three official addresses:
140 Promenade du Portage, 150 Promenade du Portage and 9 Laurier
Street, it is located in the heart of downtown Gatineau, Hull
sector. Portage IV is a modern, fully serviced facility rated
as a Class B+ facility as per BOMA standards.
The
building itself, has undergone many renovation and improvement
projects over the past several years. These have been implemented
to improve the building performance and to respond to changes
in tenant requirements or space utilization. These projects
include replacing the 2 emergency diesel generators (1999),
construction of the NEOC/Management Centre (1999), space optimization
of 8 floors (1997-2000), daycare renovation (2003), landscaping
upgrade (2003), fire alarm system refit (2000-2003) and many
building mechanical upgrades (1997-2004).
Public
Works Government Services Canada is the building custodian
on behalf of the Government of Canada. The Portage IV building
is managed and maintained by SNC-Lavalin ProFac.
The
building is a mixed-used office and retail complex having
an architectural set-up design, with four stories off Laurier
Street and up to 17 stories (including the penthouse mechanical
room) along the north face and a total of ten roof terraces.
The gross leasable area is calculated at 86, 231 square meters
with an additional 27, 118 square meters of storage and accessory
space.
The
building houses the National Headquarters of the federal department
of Human Resources and Social Development Canada (HRSDC) who
fully occupy the office space with the exception of a small
pocket of space occupied by the PWGSC Conference Centre on
the main floor.
The
grade level commercial space totals 7, 883 square meters (included
above) with sixteen non-federal tenants, a daycare centre
and a fitness centre. Principal services consist of a restaurant,
two food outlets, dental office, optometrist, floral shop,
hair salon, suntan studio, gift shop as well as other various
services usually found in high-density office building such
as bank branch, dry cleaner, travel agency and a Canada Post
postal station. The estimated building population is between
3, 500 and 4, 000 employees.
The
employees of Portage IV have access to green space with two
exterior courtyard areas, one of which includes a fountain.
The building is equipped with an interior loading dock as
well as an underground VIP parking garage of 64 stalls. Over
1 700 additional parking stalls are available in a nearby
parking facility called Laurier-Taché garage. Public
transit service is available nearby.
On
May 8th 2003, Portage IV was the recipient of the BOMA (Building
Owners and Managers Association) TOBY Award for Ottawa Office
Building of the Year – Government Building Category.
Buildings are judged on a number of criteria including property
management functions, maintenance programs, operating costs
and control procedures, security and life safety procedures,
energy management programs, environmental programs, tenant
and community relations, architectural significance and appearance,
and staff development programs. Furthermore, Portage IV was
also BOMA TOBY EARTH Award for good environmental practices
in 2007.
