Portage IV is the fourth and final phase of the Place
du Portage Complex, constructed between 1977 and 1979.
With it’s three official addresses: 140 Promenade
du Portage, 150 Promenade du Portage and 9 Laurier Street,
it is located in the heart of downtown Gatineau, Hull
sector, across from Parliament Hill. Portage IV is managed
and maintained by SNC-Lavalin ProFac. The building is
a mixed-use office and retail complex having an architectural
step-up design, with four storeys off of Laurier Street
and up to seventeen storeys along the north face. The
National Headquarters of the federal department of Human
Resources and Social Development Canada (HRSDC) occupies
the full extent of the office space with the exception
of a small pocket of space occupied by the PWGSC Conference
Centre on the main floor. The estimated building population
is between 3,500 and 4,000 employees. Place du Portage
IV was the recipient of the BOMA TOBY Award for the
Government Building of the Year in 2003 and the BOMA
TOBY EARTH Award in 2007.
The grade level commercial space has sixteen non-federal
tenants, a daycare centre and a fitness centre. Principal
services consist of a restaurant, three food outlets,
dental office, optometrist, floral shop, hair salon,
suntan studio, gift shop as well as other various services
usually found in high-density office buildings such
as a bank branch, dry cleaner, travel agency and a Canada
Post postal outlet.
The employees of Portage IV have access to green space
with two exterior courtyard areas, one of which includes
a fountain. The building is equipped with an interior
loading dock, as well as an underground VIP parking
garage consisting of 64 stalls. Public transit service
is conveniently available nearby.
